What GCash says about gambling transactions

Rather than a blanket ban on gambling merchants, the nearest relevant clause in GCash’s own terms and conditions targets pyramid and Ponzi schemes. It’s the regulator that drives the restrictions that do exist. With BSP Memorandum M-2025-029, released 14 August 2025, the BSP ordered every institution it supervises to strip in-app redirects and links to gambling and gaming sites inside 48 hours; GCash then withdrew that GLife Games top-up and withdrawal feature starting 16 August 2025.

About 3,200 merchants have reportedly been shut out by GCash after abusing its QR system to funnel users toward illegal gambling and scam sites, apart from its stated zero-tolerance approach to illegal gambling operators. Merchants tied to illegal gambling, as well as in-app gaming top-ups, are all restrained by this. There’s no claim one way or the other about whether a licensed casino’s cashier can be topped up using GCash.
